What is an electronic invoice?

You may already be creating invoices on your computer and sending them as PDFs by email. That is not an electronic invoice in the legal sense.

An electronic invoice is a structured document (not a simple PDF) that is issued, transmitted and received in a standardised digital format, allowing automatic processing by accounting software.

To facilitate the secure circulation of invoices across Europe, a network called PEPPOL (Pan-European Public Procurement Online) has been set up. Thanks to this European framework, sender and receiver “speak the same language” and exchange data smoothly and securely.

Today vs. Tomorrow

Today:
Company A will no longer be able to send invoices only as PDFs. It must issue a structured electronic invoice, transmitted via PEPPOL, which Company B will automatically receive in its accounting system—without any manual data entry.

How does it work?

To issue and receive e-invoices, businesses must use software connected to the PEPPOL network.

  1. Company A ensures that its software is PEPPOL-compatible.
  2. When issuing an invoice, it is sent directly via the PEPPOL network in a structured format.
  3. If Company B’s software is also connected, the invoice is received automatically, securely and instantly.
  4. If Company B has not yet activated its PEPPOL connection, it will not receive the invoice, which may lead to delays or lost invoices.

It is therefore essential that both parties – sender and receiver – are ready to use PEPPOL.

Who is affected by the obligation?

Electronic invoicing will become mandatory for all VAT-registered businesses in Belgium, including members of VAT groups and Belgian establishments of foreign companies.

Exemptions include:

  • Companies subject to the flat-rate VAT regime;
  • Businesses in bankruptcy;
  • VAT taxpayers carrying out only VAT-exempt activities (Article 44 of the Belgian VAT Code)

Not mandatory in certain cases:

  • Occasional sale of a new building ;
  • Intra-Community deliveries of new means of transport ;
  • Transactions with customers engaged exclusively in VAT-exempt activities.
